Change small battery icon permanently

I can only find ways to change the upper right hand side battery when the phone is charging. What permissions do I need to change to keep a custom icon all the time?

The phone has to be jailbroken, but you don't need any permissions. The easiest way is to just download one in Cydia and then apply it in Winterboard.

I am wanting to make my own. I have the png files. The only ones I found in cydia were for the large battery display when charging, aside from the percentage one.

There is one in Cydia called Blue Header Battery, that will change it from green to blue. You can apply this in Winterboard and then SSH into the iPhone to change the files it loaded with your custom ones if you want.
