rearranging app icons using itunes

am i missing something? i can see my icons from itunes, but everything seems disabled. shouldn't i be able to rearrange by dragging and dropping?

I just found this link as I was getting ready to try organizing my apps from iTunes. I don't know if it will help but on the off hand that it will give it a try.

still not working for me. i only have 2 of my apps out of 5 pages show up in my library. if i try to sync it says every app on my iphone will be replaced by what's in the list, only 2 of which appear. i'm lost.
