Launching Safari will retrieve mail as well.

I'm pretty sure there is no other way. When you load the internet or any form of connection your mail app downloads whatever is available from the server.
I'll do a bit of googling and i'll see if there is another way.
One question, why do you want it disabled, I thought the idea of the mail app was to retrieve your emails for you, without the hassle of having to go onto the internet then into your mail service provider to view your inbox.... I'm confused.

no issues there....i just want to be able to control when to download....the data plans we have are so expensive and i dont want mail to start downloading without knowing when.....

specially when my emails contain attachments....

you have to manually download the attachment anyway. The email appears in your inbox and you have to physically tap an icon to download e.g a Picture etc..
Can't you get an unlimited internet package attached to your plan?
I'm stumped with trying to stop it, try giving apple a call.

Make sure in advanced settings it's set to manual.

Make sure in advanced settings it's set to manual.
Doesn't make a difference. When you launch Safari, your email app will download as well.

launch Safari and then be ware of the advanced settings. make sure it is in manual mode. I would also suggest this. Hope this will work for you. Go fix it.
