does an iphone have to be jailbroken to change the theme and backgrounds of the iphone... please is there another way?!?!?!

Unless Apple decides to allow that feature you'll have to JB or go stock.

Do you mean your home page or change the backround behind the aps?

To change the home page
settings>wallpaper>pick wallpaper or your own photo

There is also a backrounds app

If you want to change the icons, the dock, or the font, you'll have to JB.
