However, I'm uable to find a city or town called "Smalltown" in California and, though the zip code 94123 is real, it belongs to San Francisco, California. Of course, the address may have been altered to protect the privacy of Mr. Mongan.

That's easy. Unscrew the top of the bottle and just carefully pour it in. The way it blew out indicates that there was a large amount collected towards the front of the hair dryer, which is nothing more than a tube with some heating coils.
Now, the hair dryer itself might actually be ruined or could catch fire later on if there is still a fair amount collected in the heating coils.
