Yes you can unlock it.

However, buying an iPhone from Apple and AT&T requires you to activate a two-year contract when you purchase it and then pay a termination fee for canceling. The reason the 3G prices are so high on eBay is that these people are trying to get back part of their initial costs in addition to making a bit of profit.

i didn't think 2.2.1 OTB is unlockable yet.

If it has 2.2 or earlier FW, you can software unlock it with Yellowsn0w. If it has the latest FW (2.2.1) on it, you can't software unlock it, so you'll have to use a SIM card unlock. I think they cost about $40.

And as I understand it, they can be unreliable.

^yes they can be very unreliable. chances are if you get a new iPhone 3g from the apple store right now it is going to be on 2.2.1, which sucks.
