under Settings, General, Reset there are several options. Whats the difference between Reset All Settings and Erase All Content and Settings. What I'm wanting to do is reset an iPhone, BUT not lose my Contacts. Can I even do that?

Reset all Settings, All your preferences and settings are reset. Information, such as your contacts and calendars, and media, such as your songs and videos, are not deleted.
Erase all content and settings, All your information and media are deleted. You must sync iPhone with your computer to restore contacts, songs, videos, and other information and media.
So it sounds like you want to select erase all content and settings, and then sync phone back with just your contacts. Just make sure your computer has all of your contacts already synced to it, or there will be no contact information to sync.
