I have an AT&T account with two phones on it (family plan). One of the phones is an iPhone, and the other is a Samsung flip phone. I would like to buy a second iPhone and transfer the phone number from the flip phone to the new iPhone. I understand the monthly service package will need to be upgraded to include the $20.00 per month iPhone charge. Is there any issue with this plan. Can I buy a phone at a local dealer and just call AT&T to transfer/change the plan?

If either one of your phones is elgible for an upgrade, you can buy an iPhone at Apple store or AT&T and upgrade your Samsung to a new iPhone. If it's not the Samsung which is elgible you might have to go to the AT&T store to get it done. Either way you'll be committing to 2 years on the new iPhone.
If you're buyiing a used iPhone from a friend, eBay, etc, then I think you can just call AT&T and have them add the $30/mo iPhone plan to the Samsung phone number. You might even be able to do it on-line. Then you can put the SIM card from the Samsung in the iPhone and all will be well. In that case I wouldn't think you'd be committing to any new contract, but you never know with these people. It would be nice to hear from someone who has actually done this.

Thanks for the info. I'll call AT&T to see if they will just add the $30.00 plan. If successful, I'll post the results for all to benefit from.
