According to the PC World article I read all current 3rd party apps require a custom hack for the audio to work for Skype. I don't know if this is true or not but they seemed to indicate that the official skype won't have to have this hack to work.

Fring doesn't need a Hack for audio to work.

I have successfully made calls over wifi using fring. No hack, no Jailbreak.

Update. Skype lets you make calls on Edge and 3G! The quality isnt even bad on edge. Check it out:
