By folder, do you mean a download for the file? If so, to my knowledge there is no link to a 3.0 download here.

The 3.0 software is not freely distributable. At this time, it can only be downloaded from Apple and only by registered iPhone developers.

also make sure that even if you do get your hands on a copy of 3.0 DON'T install it unless you are on a beta list. If you update without being on a list, it will brick your phone. now you cant say we didnt warn you :)
