I agree. 8GB will be more than enough. I have the 8GB with about 600 pics, 45 albums, and alot of apps. Still have almost 4GB left.

First, I'd wait till the new one comes out, but if he has to have it now, you have to answer these questions:
Will he use it as an iPod and does he like to have all his music with him?
I have a 16gb and before iTunes went to iTunes+, I had plenty of room with 110 albums at about 4.5gb. But now, since I upgraded all my music and re-ripped my CDs to 256kbps, I now have 9gb of music on my phone without adding anything. So with that, 500mb in apps, 150 pics, two moives and 1 tv show, I only have 600mb left on my phone. I seriously need a 32gb phone. So no, 16gb and sure as hell 8gb is not enough if he is like me and likes to have all his music with him.
Now if he doesn't listen to iPod music or videos and only wants it for the phone and apps, then yes, the 8gb would be plenty.

Here is my opinion...and it is worth everything you paid for it :) I recently purchased an 8gb refurb iPhone for $199. Then after using it for a month, I noticed that the 8gb models were selling on my local craigslist for $350 minimum. So, I ordered a 16gb refurb for $299, and after I received it, promptly sold my 8gb on craigslist the same day for $360. So, you can get a 16gb refurb iPhone and make about $40 in the meantime after shipping. The refurbished phones are as good if not better than the new ones.

What is all this talk of a new phone? There aren't even any good rumors of one. You might see a 32GB released, but don't hold your breath on a new phone coming out.
OP stated that he doesn't really put music on the phone.

I've seen some rumors about a new one, but here's my plan... I have mind for about a year now. If/when the new one comes out, I'll upgrade mine. He, on the other hand, wouldn't need the latest and greatest. I'm the family geek and would welcome a new one if there is enough difference. I can get a new one, not refurbished for $199; he would be switching service from Verizon so it would count as a new customer, not an existing one. Thanks for all the help. 8 gb saves ME money... I'm buyin' it for him, and NO he isn't into music, so I imagine that's the bottom line.
Next question... I have mobile me account. I know I can upgrade to family plan, but does he really NEED the service? He does NOT use his PC calendar, just his phone calendar, so he really doesn't need to sync, does he? He can just use a backup program for his contacts...

I would still sync to outlook/ical&contacts just to have that stuff saved if his phone takes a dump, but I wouldn't think mobile me is needed.

Here's how i see it. I have about 6gigs in Full albums of music on my iphone 16gig. (i like whole albums lol, not just random songs here and there from any artist...its kinda like buying a painting and half of it isnt painted, ill take the whole thing thnkx)
I have 2 extra pages of apps, im jailbroken, and i have photos, wallpapers etc.
In all...Itunes says im using 9gigs of space.
If you have loads of music, multimedia etc, get a 16gig. If you just use the email/phone sms and maybe a few pictures and like a few songs then 8gig.

Get a 16GB. You'll eventually use more than 8GB :).
