My friend is moving to Germany and he has an iPhone 3G right now. He wants to use it as his phone over there, what should he do?

That is going to be the best bet. If he is going to be in Germany permanently then he will be better off getting a local SIM and service. Unlock the 3G using QuickPWN and YellowSn0w and he should be good to go.
