I had this happen to me twice today. I rebooted by holding the power button, I rebooted by holding the home and power button - nothing seemed to work. I couldn't pause the install, nor could I cancel it. In the appstore, it said "installed" already, so I couldn't try to install it again.
I had to put the phone into airplane mode. Then the apps changed to "waiting". Once I exited airplane mode, the apps installed as normal. This was over the course of about 15, 20 minutes of trying different things.
