or do you have to wait until you can jailbreak it

In order to get either Cydia or Installer the iPod must be Jailbroken.

From what I can tell, you have to downgrade your firmware from ver 2.2 to ver 2.1.1 in order to get unsigned code to run on the iPod 2G.
They are developing a method for the jailbreak based on that exploit, it should be ready soon.
