You have to jailbreak your phone....

I'm running Windows. Once the phone is jailbroken, are apps found individually or does anyone know of a one-stop-shop?

Once the phone is jailbroken, Cydia and Installer will become new icons on the phone.

Those are the jailbroken app stores....I mainly use Cydia though.
