Do the "Settings" crash when you try to open it? If this is the case, I would turn off the iPhone - and on again...?...if that won't help - try an restore!

what apps have you downloaded?

Sometimes this happen when I try to make a call, my phone app crashes.

All I do is, simply unstall the recent app downloaded from Cydia/Installer and then re-try to open the app you require
