Not sure on SMS but in in email it is...

1. Open Pictures
2. Click on Camera Roll
3. Click on bottom left button (rectangle with arrow)
4. Hit email photo button
5. It will pull up email app and you can type away!

You can also Use as Wallpaper and Assign to Contact as well....
