ActionCentral (http://www.atncentral.com/index.htm) (I've only tried one action so far -- B's Vanilla B&W II on this page (http://www.atncentral.com/download.htm#BW_Conv).

AtomicCupcake (http://www.atomiccupcake.com) has a freebie action that changes every Tuesday. Not really photo editing actions but more for creating stuff/effects. This week the freebie is Tooled Leather (http://atomiccupcake.com/item.php?id=000495).
