Only so much space is alocated for pictures. Sounds like you need to delete some.

but it's sounding like you're gonna need to do a restore in iTunes... if i'm understanding you correctly, deleting stuff isn't going to fix your problem if your memory is 95% free. sort of a last resort, but it sounds like you're at that point; it's possible that your primary partition is corrupt when consistently getting errors like this in system apps.
