My App Store's got something seriously wrong with it. Every time I try to buy an app, it tells me my billing info has changed, and to go to Itunes and change it. Well, my billing info hasn't changed at all; I've even double and triple-checked it. What do I do?

Are you talking about the App Store on your iPhone or iTunes?

Did you do a reboot? You probably did.
And you said you checked the billing info in your iTunes on your desktop? Can you download an app from the App Store on your desktop iTunes?
Remember, the LAST resort is a restore... but we want to try and avoid that. I'm not sure if the restore is even the same thing as the iPhone restore.

I rebooted. Didn't work. I haven't checked out the Itunes App Store yet.

Apparently, the only problem was that on my computer's Itunes, some info had to be approved, and I couldn't get anything until then. It's fixed now.
