You have to jailbreak it, and now, Installer isn't that great anymore and doesn't have too many apps. The new Installer is called "Cydia"

My bad.

EDIT: Nevermind, you did say iPod Touch, which can be jailbroken...but now you're saying 2nd generation iPod... Which is it?

He's talking about the new iPod Touch. And he's answered his own question. It cannot be jailbroken yet, therefore you cannot get installer on it yet.
