Is there a way? I have the sounds lock turned on but the side button on the iphone will still accidently turn the ringtone volume down and then I miss calls.

The side button only works when the phone is in unlocked mode. If you are putting the phone in your pocket or a holster before it auto-locks the button may be getting pushed without your knowing it.
You could try locking manually (by pushing the power button briefly) before stowing the phone; that will disable the side button and stop it from being pushed inadvertently.

I think what may be happening is that while using other features, or handing the phone to others to look at pictures or whatever, the side button gets pushed without me knowing it. Then when I lock it and put it in my pocket, the ringtone volume is down.

I find that strange that you can't change ringer volume when it is locked. I think it would be handy to be able to change ringer volume without turning it on.
I do know that you can change iPod volume via the volume rocker if it is locked so that is handy.

I too think that it is a bit annoying to be unable to adjust the ringtone volume without having to unlock the phone. Then again, I know for a fact that I would inadvertently raise and lower the volume without realizing it and it would just become an even greater annoyance.
There is no way to "lock" the ringtone volume in if the phone is unlocked. If someone accidentally presses the toggles then the volume will be adjusted.

Exactly.
In any application that requires more than one step there is a specific logic that must be decided upon during the project definition phase.
It is obvious that you do not want the volume to get turned up or down accidentally; the question is how to design the system to prevent this.
The iPhone could have been designed with a specific volume-control lock, either as hard or software; in this case, they put that function behind the phone lock.
