Because if you turn off wifi and 3g your iPhone automatically reverts back to edge network. If you look in the upper right corner next to where it says at&t you should see a small E in a box

If you don't want the internet active you can put it in airplane mode but you cannot text or receive calls either

Yes, data download will either be take as part of your package if you have limited access OR if you have no data package you will be charged. Have a look at your contract or provider's charges online
