I've been told all you need is to have the data plan on w/e plan you previously had.

Not sure what you are trying to say here. If you have the 3G your data plan is $30 plus your voice plan plus txt msg. plan if you have one. And then you have good old taxes.

lowest possible voice plan (right now) that you can buy is 39/99. +30= your price.
Unless you own a grandfather plan?

That's true, all you need is to add on is the data plan.
On Friday, I converted both of my iPhones to the Family plan. That is:
$69 for 700 minutes for BOTH iPhones,
$30 data plan for 3G iPhone + $5 for 200 SMS
$20 data plan for old iPhone includes 200 SMS

At&t had lower voice plans, but the only catch was you had to call At&t to get lower plans. The store could only give you the plans they had available to them.
Example I can give is the 500 minute plan I had. When I upgraded at the store they could only give me the 700 minute plan and was told when I got home I would have to call At&t to switch back to my 500 minute plan.
