It allows you to change icons, status bar, dock, badge, and sliders. (it doesn't currently change the app store icons yet). I've played around with it for the last 2 hours. The How to install instructions are not very thorough.
Here's some instructions (pc) to help you out if you want to try it out.
1. Download the file from http://r-ch.net/sr/sr (right click and save as)
2. Install Ruby from Cydia. Along with OpenSSH if you don't already have it.
3. Open up your SFTP program (iphonebrowser, WinSCP etc). Navigate to to /usr/local/sbin (if local and sbin do not exist, create a directory for them).
4. now take sr.txt file and drop it into the sbin directory. (also if the file is sr.txt when you drop it in. take out the .txt)
5. Right click on on "sr" and goto properties. Change the permissions to 0755 (This is important!)
6. Open up your SSH program (i used Putty) and log in.
7. The first thing you want to do is create a back up of your files. Type "sr backup" then enter. it'll create a back up for you under /var/root/SpringRoll.
You can use your SummerBoard themes as well. You just take the theme folder and drop it in the /var/root/SpringRoll directory. Run "sr smbconv Theme'sName". After it's been converted to apply it, Run "sr theme theme'sname
