internet outide Wi-Fi area

I cant seem to get any internet while im outside. I get the gps but thats it. i cant go on safari or apps store or youtube, anything that requiers a connection. anyone have this problem or know what i am doing wrong??

I think you cant even have an iphone without having unlimited data.
