2 iphone one account

i got 2 iphones one for my dad and one for me now if i put them both on one account (family plan) do i have to pay the 20$ fee twice???

i only activated one of the iphones so far

I thought it was $60 plus $20 per family member? So 2 iPhones would be $100.

I'm not positive, as I'm now waiting for my activation, after standing in the hot sun all day.
