well my iphone was unlocked with the baseband of 4.6 and now i have 1.3, and i just found that a 1.4 first of all what are the new feautres and how can i update to it?

It's minor upgrade. It fixes some bugs. Some have reported that they get a stronger signal, more bars, more places. All you have to do plug it into iTunes, and it will prompt ask you if you want to update.

Is it easy to jailbreak 1.1.4 if i have a jailbroken 1.1.3 and i restore and update to 1.1.4? and is 1.1.4 even worth upgrading to?

It's very easy, took me like 45 seconds using ziphone. As to whether it's worth it or not, right now it probably doesn't matter, but possibly this new update preps the iPhone for apps from the SDK, you can go either way, I guess.
