Or try the following
1. Find a song you want to use as a ringtone.
2. Use whatever program you use to "clip" a section under 30 seconds long.(Audacity is a Freeware Program)
3. Double click the shortened file and it will go into the "Music" section of iTunes and it will start to play.
4. Right click on the file and choose the "Convert to AAC" from the drop down menu.
5. You will now have two of the same files in the iTunes Music Playlist.
6. Right click on one of the two and choose "show in (to locate the file) explorer."
7. Right click on the song with the m4a to m4r extension. You can delete the other one from that folder. If you don't see the file extension then you need to open your Explorer (myComputer) go to tools/folder options/view then go and make sure you have un-checked next to "Hide extentions for known file types".
8. Change the extension from m4a to m4r.
9 Go to iTunes and delete BOTH of the files from the playlist. Just make sure you click on "keep files."
10. Now go back to the folder you have the m4r file and double click it. It should go into the "ringtone folder" of iTunes.
11. Connect your iPhone, click on the "ringtone" tab and the song you need will be on the list. Check the check box and press the apply button lower right

take a =/<30 second clip of a song..
you can do this in itunes
-right click on a song and go to get info

-check start and stop time and enter the designated spots to stop the song
-press ok
now right click the song and select convert selection to aac
then select the newly converted song and open in windows explorer
right click and press properties and change the extension from .m4a to .m4r
after that drag the song into your ringtones folder in itunes

To make my ringtones, I use Windows Movie Maker.
Import the file and select the portion I want to use.
Save the file.
Open iTunes and import the file. Click yes to convert to AAC.
Open Windows Explorer and find the file, then change the format to .m4r format.
Then, get back into iTunes and import the file with the new format.
Sync, and you have ringtones.

I just got iRinger today and after watching the quick tutorial I find it is the easiest way to make a ringtone for you iPhone. Import the song and select the 30 second or less section you want to use and then hit export and it automatically uploads the ringtone to iTunes for you. Sync your phone and your all set. The ringtone will show up in the General>Sounds>Ringtones section in your settings and will be in a seperate section labeled "Custom". Of course this is the readers digest version of the process...the how-to-video shows how to select the section and even add a fade-in/out effect to the ringtone.
P.S. I also tried some of the methods given here on the forums and iRinger takes pretty much all the guess work and file extension modifying out of the process.
