Hardware/Sim vs Software Unlock

Software unlocks all depend on bugs in the Apple firmware. Each Apple upgrade fixes the bug, and there's a couple of months needed for software unlocks to reappear.

The SIM unlocks seem to require jailbreaking. I think jailbreaking also depends on firmware bugs too, right?

So the question is: Do SIM unlocks face the same problems as software unlocks due to requiring jailbreaking, thus firmware bugs?

The 1.1.2 OBT phone will let you jailbreak, but you can not unlock.
