How To Create Your Icon?

Anyone know how to or is there any program out there available to assist with this task. I see many people have made their own icons and used them on their custom themes.

you can create them in photoshop...but theres no app that just makes them for you...

I know x99x is creating a tutorial for wallpapers and icons. He's using Gimp (http://www.gimp.org/) for it. Gimp awesome; basically the free version of Photoshop.
