I f you're using a Mac, use Telekinesis. (http://code.google.com/p/telekinesis/)

It does not require jaibreaking. You just visit a URL on your iphone and you can see your Mac's desktop, take pictures with it's camera, browse it's filesystem, open it's applications, and even stream music and videos from it, from anywhere in the world. You can also create your own apps for it.

I'm afraid I don't know.

I don't know squat about PCs.

Here's one site that's pulled several together for you to see: http://www.yeahnototally.com/iphone/webcam.html

Here's a link to an iPhone centric webapp that lets you enter the details for your own webcam and monitor remotely. http://www.f-i-s-h.com.au/camViewer/index.cfm?userUUID=6FEB6059-E567-37F1-D74C28E574AEC04F

And - in Georgia, where I live - there is a site called Georgia Navigator - that lets you see live images from the major roads/interstate cameras before hitting them yourselves. They produced a pda friendly version you can access some of the cameras at this link: http://myganav.com/www/pda/cam?jur=85

I'm still perfecting my own personal website that lets me see my home webcam wherever I am from my iPhone. I just added the ability to turn lights on and off from the same interface. When I'm away at night - and want to turn on the lights so I can remotely look around the yard - I just flip the switch using my iPhone and voila ... instant streaming pictures.
