custom ringtones in 1.1.2

so I know that custom ringtones can be done in 1.1.2, but I dont know how to do it. I know the general concept. take any m4a file cut it 30 seconds and rename to .m4r but how do i rename it .m4r. can anyone suggest a program that will rename it .m4r.
