i cant find it and its not under utilities is there another way to get it?

This is now included inside the Customize app.

just installed that and when i click it all i get is a picture of a "spicy chicken"?

It has Major bugs on v1.02, so i hope you are running it on v1.02 :D

Just a note on my findings with rSBT. The icon ordering will work just fine on the first page, however the icon ordering doesn't seem to work on the second page for Summerboard. I'm not sure why and the developers are aware of the issue. Just figured I'd let you know.

Also, rSBT has some issues on 1.1.1 where it will randomly crash. Doesn't seem to affect your phone running at all, it will just return you to the home screen.

Figured I'd give you a heads up.
