It wont initialize the commlayer.

When I look at my about it says

Version 1.0.2 (1C28)
Wifi Address Blank
IMEI Blank
ICCID Blank
Moden Firmware Blank


I think my phone has no baseband but it wont restore it because of some commlayer problem?
