Baseband question

this is probably a dumb question but when they refer to unlocking the baseband is that unlocking the phone to use another carrier (other than at&t) or is it unlocking the phone for mods such as apptapp.
the new 1.1.1 says do not use it if you have an iphone with unlocked baseband. I am running a 1.0.2 with apptapp but have never done anything in regard to changing carriers.
can someone clarify this please

If youve never gone above 1.02 and stayed with AT&T then your fine to use apptapp etc

Chaning the baseband only happens with a SIM Unlock, not 3rd party apps.
