I live in a rural area where a broadband internet connection isn’t possible. Anybody know if I can use my iPhone to provide that connection to my desktop?

Oh you can....I've done it.
Basically install a Socks proxy server on the phone then using ad-hock Wi-Fi you tether them and then can use the internet. It's not the easiest way and has it's issues, but it does work.
