possible to get phone part working without touching at&t?????

im wondering if its possible to get a factory iphone unlock it without registering the at&t sim and get another sim working.

i live in ireland and bought an iphone from the apple site and got the phone unlocked so i could use the ipod function and wifi but the phone part didnt work. i used iphone simfree and it said my phone was unlocked but no sims work it says they need to be activated, connect to itunes to do so

can anyone help????
