Error During iPhone Activation

I just got my refurb iPhone today
and when I got home to connect
it it loads for about 5 mins then
gives me a message saying that
an error occured during the activation

Does it even need to re-activate?

And why is this problem happening?

I just got my iPhone replaced for a new one, and the mac genius switched the sim card from my old one to my new one and the phone instantly worked, however when I connected it to itunes it stated it needed to activate again and I received the same issue you are getting.

any insight into this?
