I assume that on the 3G you receive even an edge signal through the 3G chip, perhaps the software limitation is that it has to pass through said chip. I do not know the technical specs for these things, so maybe I'm wrong. I can say though, that so far mms is working fine on my iPhone 3G with no 3G signal and/or with 3G turned off.

I hadn't thought about it, but yes it is odd. Since MMS counts towards a message count and (if no message plan) data. There really is no reason to be able to turn it off or on, since we are required to have a data plan and we cannot turn sms on and off.
