There's no doubt about that. In fact, when my contact at AT&T told me I needed the enterprise plan to sync with Exchange, I questioned him because I know a lot of people at work who use the iPhone to sync with Exchange on the personal plan. He pointed me to the terms and conditions, and they make it clear that the enterprise plan is needed for corporate email syncing on Exchange.

I don't agree with a $15 charge for something that doesn't add anywhere near that much cost to AT&T, but when I get my iPhone, I will pay the $45 because that's what the T&C specify.
