iFob uses a limited range technology called 'Bonjour' which was originally designed for discovering printers and other peripherals on your home network. It only works on a single WiFi instance and both devices need to be running iFob at the exact same moment.
WhosHere is conceptually similar to iFob but uses a superior technical approach that allows it to work on WiFi, users on different WiFi, 3G, or EDGE and it works just as well 2 feet away as it does across the world. It also stores messages so if some takes a phone call or navigates out of the app you can still contact them.
