AT&T isn't restricting access to a feature of the firmware based on what data plan someone is paying for. If someone has a personal account and pays their own bill, then their choice to check their work/Exchange e-mail is theirs. If someone has a business account, the assumption could be made that they will definitely be using the device for checking their work/Exchange e-mail.
It would be illogical to think that AT&T could get away with charging for business service to individuals with a personal accounts. My company has a contract with Verizon, but also give the option of keeping your own phone and cell phone plan and being reimbursed for your phone bill instead of getting a phone through the company.
