Apple Planning Premium Priced Games Section

According to PocketGamer, Apple is reportedly planning to create a premium games section within the App Store for games priced at $19.99. The plan is to include a small number of developers, likely to include EA and Gameloft. No details were given for an announcement, but some are pointing to WWDC in June.
If this rings true, you'd have to assume the larger companies have started development on games for this new premium area. But why the need for a premium games section within the App Store? Are big developers finding it more difficult to compete against the onslaught of .99 cent apps? Can we expect premium categories for other categories? How does this affect smaller developers who aspire to break out of the one-trick pony app category? Will they be offered the same opportunities? Can we expect a new approval process for entry where flatulence is no longer welcomed?
